Can a fareast 19r get a phrf rating on the bay?

You would want to contact the PHRF board with that question. www.phrfgb.org

That said, there does not appear to be a 19r listed in the US Sailing national database. Therefore it might be hard to get one.

If it is self righting, yes it can get a PHRF cert.  If there is not one int he country that has a PHRF rating, it will be a challenge for the PHRF committee.  The rating guidelines can be found on phrfgb.org.
